Could William Penn Be Gearing Up for Winter Classic?

Mike Falciani, an eagle-eyed The700Level.com reader, sent us this photo taken this afternoon of the roof of City Hall as seen from 1500 Market Street. From what we can tell, it looks like the old jersey William Penn, who sits high atop the building looking down on Philadelphia, wore during the 1997 Stanley Cup Finals when the Flyers played the Detroit Red Wings.

Could Billy don the giant orange jersey once again for the Winter Classic or is it simply perched up there above Mayor Nutter's office for a nice aerial flyby shot? Either way, it's clear no punches will be pulled to promote the big Bullies vs. Broadway showdown on January 2nd at Citizens Bank Park. [another close up photo below]
